BOLOGNA HAVE ALSO JOINED IN THE SUSPENSION OF THE SALVINI'S DECREE

Like Torino, Bologna City Council have also approved an agenda to request the suspension of the application of the immigration and security decree, to reassess its impact in economic, social and territorial security terms. The agenda is the synthesis between the proposal of the Civic Coalition, presented by Federico Martelloni and also signed by the mixed group, and that of the Democratic Party presented by the councilor Andrea Colombo (Democratic Party) and also signed by the City Municipality group. It was approved with 23 votes in favor (Mayor, Democratic Party, Common City, Civic Coalition and Mixed Group), 6 votes against (Lega Nord, Forza Italia, Insieme Bologna) and 2 non-voting (Movimento 5 stelle)

Bologna will not abdicate the model of the widespread integration of the SPRAR because it is and will always remain the city of the arcades. The suspension requested by the City Council of Bologna is the prize with what happened in Torino a few days ago. Only that, unlike Torino, where the 5 Star Movement that administers and governs the city has voted favorably to the suspension of the decree, here in Bologna 4 majority political groups and opposition groups have supported the vote while the 5 star movement abstained.

The agenda states that the Municipality of Bologna and the Metropolitan City, like many local authorities, "have put in place effective actions aimed at implementing a solid and widespread SPRAR reception network and a fair and sustainable distribution of people, welcomed throughout the territory and not only in large urban areas. The Municipality of Bologna is a leader in the metropolitan area of ​​the Sprar project that involves 43 out of 45 municipalities, providing 870 places for families and adults, of which 49 places for vulnerable adults and 208 places for unaccompanied foreign minors, widespread in 114 small structures, to which are added 80 places in first reception for unaccompanied minors distributed in 4 structures (data as of 30/9/2018). In the metropolitan area of ​​Bologna around 2,500 people are welcomed in the reception centers, of which 1,078 in the Sprar, between adults and MSNA: about 75% would be deprived of the title envisaged by the DL 113 in order to take advantage of a structured reception as foreseen in the Sprar that this territory has chosen as a qualified system to ensure paths of autonomy and promote civil coexistence with local communities. "It would therefore create risks for the law and an increase in people without assistance and residence, especially in the urban center, with a consequent fallout on low-threshold services". The ANCI has estimated the administrative costs of Euro 280 million, which will fall on territorial Social and Health Services and Municipalities, as a consequence of the Salvini decree, for assistance to vulnerable individuals, now dependent on the national system; costs that for Bologna correspond to 4 million euros more for the direct taking in charge of these people.
